Does San Diego have a combined sewer system? combined meaning storm drains also fall into sanitary sewers

I have a sewer pump that emits odors in the home. I am on a sewer -not a septic system.how do I fix it? my sewer pump pushes the waste up from my basement to the sanitary sewer.when the wind is blowing from a certain direction, the house smells of sewer waste.what could be causing this problem?

Are there F.O.G educational programs for high schools and middle schools.? F.O.G stands for fats,oils,and greases in the sewer system and possible ways to educate people from pouring down the drain.Once F.O.G's goes down the drain they harden in the sewer system and they cause sanitary sewer overflows.This can be compared to hardening of the arteries in humans ,which causes heart attacks.
