Do you think all cities should be charged for not fixing leaks their sewer systems?

The sewage system that has leaking pipes reduces the cost of having to treate the sewage. The undergound water flows back into rivers and lakes.The underground water table can sometimes is a higher presure than a broken pipe that has the drinking water. Few people drink water straight from the water system. Over a period of time untreated and treated body secretions can damage a person body and brain. Body secretions should be pumped like cement or crude oil to a hazardous waste incinerator and burned to produce electricity. Improving the economic system so their is more money to create jobs and increase the wealth of people in poverty

  4. What you are more properly suggesting is called a fine. I don't see how paying a fine, which would call for higher taxes would help the problem. If a city is paying a fine, its not paying to fix its sewers. Neither would it do anything for someone in poverty, since lack of jobs isn't a problem, but lack of ability to work a job is. Burning releases a whole other body of poisons into the air, and I'm not sure if we would be jumping from the frying pan into the fire with that idea.
  5. Cut an old railroad tanker into two pieces. Line the interiors with lifetime liners. Install at least five PVC pipes with holes in them from top to bottom. Weld a cover on both pieces. Bury them vertically. Build your house over the top of them. Install waterless toilets over pre-cut holes in the covers (my design). Install six inch high-volume electric fans over the four PVC pipes, two of which run constantly to remove methane (can be burned for heating and cooking with the right equipment). The other two fans are wired to turn on when the lid of the toilet is opened. This will create the necessary air vacumn as to remove smells from escaping the toilet opening. The volume of animal waste that can be stored is amazing. The railroad car, togehter with added enzymes that eat bacteria, will store fecal wastes for a family of four for over fifty years worth of waste management capabilities. At the end of this time, new tanks can be installed onto the edges of the house so as to assure maximum longevity to the structures usefulness to the family. I propose an opening up of ideas concerning pollution problems to the general public, and yes, this means schools and colleges. I wholeheartedly believe that humankind must defend itself from a government who is only after monetary conclusions. Fight this way, or fight another. Cameras may be installed to monitor the conditions and contents of the tankers, instead of spying on us at public intersections of roadways.
