Can I drain a bathroom to a sewer clean-out line?

I want to add a 1/2 bath to my basement but I'm hesitant to break the concrete to access the sewer line. I noticed that I already have a sewer cleanout line that is about ground level near where the line exits the house. Can I drain a toilet/sink to this line? What's the best way to go about it? Its nearly ground level so I'm hoping I could raise the toilet and not need to break the concrete.

  1. If you don't know how to do it yourself, you should hire a plumbing contractor to inspect your setup and give an estimate. Note that if you create a basement toilet or shower, that drain becomes the lowest drain in the house. If the municipal or household sewer backs up, it will come up through that drain, no matter how many other plumbing safeguards you have taken. My contractor storngly suggested that we NOT do a downstairs toilet for that reason.
