Is there a program that will put a screen on the sewer entrance to keep people from using it as a trash can?

I live in a corner house and I have actually seen people throw all kinds of debris in the sewer so much so that when it rains it clogs.

1. You are talking about the storm drain. There are laws on this, so you can report people that do it. You stand to lose a lot if the drain floods. So call the city street department and ask.
2. Putting a screen or anything else over a storm sewer will prevent the water from draining properly and would get clogged up very fast during a heavy rain. Most cities have a scheduled clean out for all their storm sewers. And if you notice that it looks like it's full of leaves and trash, etc, you can call to have it cleaned out. But you know how some people are, if you put a trash can every 15 feet, they'd still throw their trash on the ground.
